Even a completely functional Starbase will be destroyed when the Phoenix uses its only weapon next to it. It is slowly moving, expensive, but if it reaches its target successfully, the Romulan Empire will score another victorious battle. As the weapon is not directed, it is necessary for any friendlies to keep away from it, when it is deployed. That makes it a lot more vulnerable during the last phase of its approach than its Klingon pendant. When using it, it will be destroyed itself.
