As you can already see from the above address, in a possible firewall or the router NAT you also have to forward the port 27015 (UDP) if you want to create a CS server. In general, this also applies to LAN servers that can be created from CS. However, you cannot create Internet servers with pure CS itself, these are //only// accessible from the LAN, but can of course also be blocked by desktop firewalls. For an internet server you need your own dedicated server, which is designed for this.
